Maybe there is an Error in you Debian Etch Template.
We have some Users with OpenVZ and ispCP on it running - but never such a Permission Problem. Could you try another Debian Etch Template ?

This template should be OK if you mean this --> http://download.openvz.org/template/precreated/debian-4.0-i386-minimal.tar.gz

yes that's the one...
I have been able to work with that template many times without any problem, including other control panels...
I don't know if you have the time, but if you do and are insterested, I can create you a vps with that template and give you access, so you can try and install it yourself...maybe you'll find whats wrong...
