try setting
$rcmail_config['auto_create_user'] = FALSE;
to TRUE.
(Roundcube needs a working db - config of course, too)

Can you resolve localhost? (try pinging localhost on server)
I know I just put the ip address 127.0.0.1 in my config for roundcube
