hm... analyzing the output of your test...
it seems thjat at the end of your proftpd.conf - all the conf-files in /etc/proftpd/ispcp are loaded - and then the modules.conf is loaded again...
this should not happen. the modules.conf is loaded *only* at the beginning of proftpd.conf...
Maybe you can check this?
