the php.ini for your installation is in /var/www/fcgi/pstorrents.net/php5/php.ini - the command line php5 is /usr/bin/php5 and the php.ini for php-cli is in /etc/php5/cli/...
maybe you have to add /usr/bin/php5 to open_basedir in /var/www/fcgi/pstorrents.net/php5/php.ini
