If you took some time to really use the forum search - there ARE threads in english about both topics (open_basedir, .htaccess - both are related to "php.ini") then you would have found some information which helps.
And then you would know that the whole thing depends on whether you run php as mod_php or via fast_cgi/fcgid. This should be mentioned in the question!
If you don't get an answer, mostly its because the reader cannot understand what is meant or what you really want - or it's to obvious!
There's also an online documentation with topics to php.ini.
I know you cannot answer here - I write this for all, hoping it helps some people.
