so, please have a look in /etc/apache2/sites-enabled/ispcp.conf in the virtualhost-block of the domain there is an error-log -> /var/log/apache2/users/...
please use this.

please remove all
php_flag, php_value, admin_php_flag and admin_php_value
from your .htaccess!
Theese commands are only valid if you use mod_php -but you use php-fast-cgi/suexec.
Then try again - I cannot see the error from #24

The "500" has to be also in the error.log

well there you don't call any .pl script...
but fix your .htaccess... (remove the php_ stuff... this is not supported with fastcgi...)
