Quick question does ispcp add the revers records PTR records to the DNS.

no - at least not as far as I know.

PTR entries (and the arpa zone files) are not part of domain dns entries. They are more part of "managing an IP address block".

Anyway if iscp did it, and your ISP dont do "Totally dns delegation" for you dns server can manage all data, havent sense, just will be ignored.
