I wanted to know how to log into the ftp root.
I need access to all files on the server, and ftp is the easiest for me.

Use SSH instead if FTP because security reason. WinSCP is the tool of your choice for Windows.

Because of the way the file permissions are handled, you can't do this (easily). Each website runs under a unique user and group to provide better security separation. The FTP user's id has to line up with the id for the website user to write files.
