I would like to ask. Does it possible to enable guests and users to register and order hoating plan?

Normally everyone should be able to order a hosting - at least if the hosting plan is published.

Normally an ISP want to sell hostings - doesn't he? So there should be no restriction to the order panel.

When i enter domain.com/orderpanel it says tha i dont have rights to acces there.

try to add a ?user_id=2 or similar - where the 2 should be the uid of the reseller whos hostings you want to see.

domain.com/orderpanel/?user_id=2

Have a look at the page

http://<ispcp-admin-url>/reseller/order_settings.php
(as reseller logged in)

There you see the URL for the orderpanel - it looks like this:

http://<ispcp-admin-url>/orderpanel/index.php?coid=&user_id=2
(without being logged in - e.g. another browser)

This should work.

Ok, thanks that works but in ?coid= it need to add "order"
