I´m not sure what you really mean,
but if you need LanguageFiles for ispCP in Spanish --> http://www.isp-control.net/ispcp/browser/trunk/language-files/spanish

Yes, download the Files you need, login in ispCP as Admin and install it under Settings -> Internationalisation
