I just started with a clean VM image and installed the latest SVN. Upon getting the ispCP up and running, I added a reseller, and tried to add a domain, but got an error:

"Domain data has been altered. Please enter again"

No matter what domain i put in i get this message.

What is the cause?

It happend if data from session was overwritten (not the case) and in your case because you don`t have a hosting plan defined (second condition should not happend). I`ll correct this immediately.
Fixed in r1299.
