I am currently using CentOS and ISPconfig and it is a disaster.

I am looking for a control panel to allow my users to create trouble tickets, change there site info, billing system and etc.

What would be a good OS to use with ispCP?

If the billing system is missing, I can add a e-bill or something in the meantime.

Any suggestions would be welcome.

Debian, ubuntu, CentOS?? I'm a linux newbie.

For ispCP debian is best.

Have a look at the demo if ispCP meets your needs

I would like to see the user demo and webmail but every time I try to use them they say try again in 5 seconds.

PS Is there a guide for the best setup? the best ftp, imap, spam control and etc?

It comes out of the box with ProFTPD, Courier IMAP, SpamAssassin+Postgrey, etc. The default setup should be good. There are howto's for installing Dovecot, PureFTPD, etc... I'd go with the default install first and then modify if you need. Browse around the Documentation part of the site to see what howto's have been created.

someone deleted the domain.tld user... I just added it again (but without mail accounts)

login as admin and "switch" to the user and reseller accounts... :-)

the webmail is from squirrel - just with skin for ispcp...

I added user@domain.tld but it wont login to webmail and if I try to login to the panel as that user it still says wait 5 seconds.

The webmail login is different. I think it would be really nice if they were unified into one login page at some point, but that isn't currently the case.

In my experience with SquirrelMail, this usually occurs when the username or password is incorrect.

Personally I am eventually going to try to integrate RoundCube as the webmail appliance for my clients. (Just my preference.)

I think roundcube with the current theme would be very cool.
