As a ISP: If you want Apache, MySQL and PHP normally you run it on *NIX - if you have a deal with Microsoft, you run IIS - and otherwise (Apache on Windows) I could imagine that you buy something like plesk for windows... It looks different if you want to try it at home - but I won't put much man power to this...
