I just mv /etc/proftpd.conf /etc/proftpd/
and now it works!
the only question remaining is why this file wasn't in the right place.

Ok!
In prevoius Version ProfTPD <=1.3.0 the proftpd.conf was under /etc
Later it was changed to /etc/proftpd.
