I have web hosting server, there are meny web site, if one web site load my server i want this site disable 5 minute when cpu load is 0.5

I'm not sure if fastcgi/fcgid or another apache module has this built in... but maybe you could enforce limits with something like: http://linux.die.net/man/5/limits.conf
