All services Stop!

Either the services are still active but ispcp cannot detect the correct status or they really stopped...

In the latter case you should contact the log files - it's almost not possible to find nothing in there (if all services stop...) - in the first case you might have a look at the php error log... or just ignore an migrate to a newer panel (there are two forks of this no more supported ispcp).
