You should be able to configure like this by editing the postfix configuration.

Take a look at: http://www.postfix.org/RESTRICTION_CLASS_README.html. Specifically at the "Restricting what users can send mail to off-site destinations".

I haven't done this personally, so I won't try to give you specific configuration examples to get the job done.
