With step 9 of the update procedure you copy completely new db-key-files over the old (backuped) ones.
Quote:9. Copy /usr and /var directories into your system (you may make backups)
187 # cp -Rv /tmp/ispcp/usr/* /usr/
188 # cp -Rv /tmp/ispcp/var/* /var/ << this one
So the update script does not make the change, but the update itself, when following the guidelines. It's not really a bug, just a bad or missing description. Some admins may stumble over that which could be easily prevented with a sentence or two in the INSTALL file(s).
