When downgrading account, give error to user if account is less than current usage

When you "upgrade" an account, it allows the end user to put through an order request to go to any hosting plan without any errors. If downgrading to a lower account, I would expect that it would give a warning that they can't switch to the account because they are using too much, if that is the case.
The error can be seen in the reseller site when trying to approve the order: "The Subdomain service can not be disabled! There are Subdomain records on the system!The Alias service can not be disabled! There are Alias records on the system!The Mail service can not be limited! Specified number is smaller than Mail records, present on the system!".
It would be nice to duplicate that error on the user side as well. Or at least provide it as a warning, so that the user can correct the over usage or cancel the order.
