Remove hardcoded http:// in url's, instead have config variable

Currently there are several places where we have hardcoded http:// in code, such as in admin-functions.php
$message .= tr("\n\nLog in to answer ") . "http://" . Config::get('BASE_SERVER_VHOST');
I have setup a SSL cert on my server, which works perfectly, however some of these urls (including apache vhost redirects for /stats, /webmail, etc) have hardcoded http://. I would like to make sure all these are https:// in my case.
Can we add a config variable to the ispcp.conf that specifies HTTP or HTTPS for these URL's?
