Description
At the moment this is only useful when using dovecot as the LDA, but someday this have to be done.
At the moment there's a patch to be able to edit quota, but has the hassle that you need to re-type the password.

Not exactly the same, in this last case is about the per-user quota. And there's already a patch provided to mimic the needed functions :P

I'll made it like this:
Admin can specify a cap limit for each mail quota the reseller gives to users. Reseller can specify a mail quota for the user. User can specify a mail quota for each mail address (it will have a default value: user's mail quota / 100)

That'd be definitely cool. For any help or testing I'll be glad to help.
The best option would be to have it defined as a variable in the hosting plan, so when the reseller defines a new plan it can set a quota value, for all the users created with that plan.
The behavior you explain would be fine for me too.
