Possibility to deactivate Admins and Reseller

Description
In ispCP it should possible to deactivate Admins and Reseller. At the Moment the only possible thing is, to delete them.

Why deactivate an Admin? I think deletion is fine, I don't see a reason for this.
Should the clients of a deactivated Reseller be deactivated to, or not? Actually, it's not their fault if a reseller e.g. does not pays the bills. Therefore, I'd recommend: Reseller disabled, his customer's still active.

I think it should be enough, only deactivate the Resseller, not his Users. :)
Deactivate an admin, ex when he is on vacation or you have setuped a Testadmin ;)
