create a "Actions queue" for resellers and users

The queue would be the place where Resellers and User can take a easy look at all open issues or request they made. E.g an upgrade of their hosting package, open tickets, status of the backup restore process.
If the things would have been done. The would appear in the "Done Actions queue" :P
