Here is default proftpd.conf for debian. If you use oter distro take template from dowloaded ispcppackage. Replace value between {} with proper one and replace your distro default proftpd:

{DATABASE_USER} default vftp
{DATABASE_PASS} password set for user vftp (if you don`t remember change it in mysql)

{FTPD_MIN_GID} for debian 2000 for other distro check in /etc/ispcp/ispcp.conf
