Is there a way to add a user by POSTing to the signup page?

Yes,

I want to integrate ISPCP into my own site and will make a customer signup and payment page. But when they signup and pay I would like to automatically create an account for their domain.

I know there is no API but I am sure a little modification can be done to insert the info into the DB. Just wondering where to start
