This is quite self-explanatory. After this directive in the proftpd.conf file, there should come a number. You probably have a placeholder like ${MIN_USER_UID} (or something similar, I haven't checked the exact name). This happened because, for some unknown reason, the installer/updater did not replace these placeholders by their corresponding value.

ok now i replaced it with my own stuff
and now if i start proftpd and i connect to it i see this:
