It's either a permission problem or a fastcgi/fcgid issue:

1. Show us the permissions of your /var/www/ispcp/gui folder and it's contents.
2. Make sure that you use either fastcgi or fcgid (a2enmod fcgid_ispcp && /etc/apache2 restart)

I also made a fresh installation on Debian Lenny today and got the same result. The Installation process did not finish, and so I had a look at the output of "make install". I found out, that the Package lsb-release was missing.

I suppose, that this package is included in a Debian base system, but I started from a minimal system according to the manual for OpenVZ.

Some other errors in this content where:
ERROR: File '/etc/ispcp/proftpd/proftpd.conf' does not exist !
After copying the file from /etc/proftpd, I got the next error message:
Undefined intput data, bt: |{FTPD_MIN_GID}|

After "aptitude install lsb-release", the install procedure went through. At the moment, I am fighting some problems in the proftpd configuration. May be, the error occurs because of my copy of proftpd.conf.
