If you have all the dependencies and all that stuff installed, download the source package and uncompress it (e.g. in /tmp). cd into the directory where you uncompressed the source and type:
# INST_PREF=/ make -f Makefile.ubuntu install

after that,
# cd /var/www/ispcp/engine/setup
and then
# perl ispcp-setup

and that's it
