Could you give us some infos about which ispcp version you use (rc2 is not exact enough - what did you download?)
Then: there is a Page in the ispcp http://admin-ispcp-server/admin/ispcp_debugger.php which shows some infos about engine problems.
It seems that there is a difference with the engine (the part that "converts" the settings in the database (by ispcp) to the system)...
