I found the solution, tho I don't realy know what was wrong.

What I did was that I stoped the ispcp_daemon and then run /var/www/ispcp/engine/ispcp-rqst-mngr.
I didnt get any errors there so I started ispcp_daemon again and it all works now.

I am using the ispcp-omega-1.0.0-rc2c from 2007-05-16, in case this post helps someone with same issues.
