php is not pharsing

hi,

i've upgraded vhcs 2.4.7.1 to ispcp 1.0.0 rc3 with the updatescript. after some problems which i solved, i've got 2 problems now:

1. php is not activated. probably suexec is not starting (suexec.log don't exist). the browser is trying to download the php-file. only the ispcp-subdomain for the interface works
2. when i type a other domain (which runs on ispcp) into my browser i get this error:

You don't have permission to access /phpinfo.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

what can i do?

in addtition all www-dir owners are set to root (even the files). on one domain i tryed to change it to vu2004:www-data but it didn't help.
