Why didn't you try the update?

Ok, you run vhcs2 2.4.7.1 on a debian etch?
then you uninstalled the vhcs2? (what exactly?)
Now you want to instal ispcp? - is there a reason why not make a fresh debian installation? otherwise I think there are packages missing (or two much)...
