Hummm I have found something.
If I do a phpinfo() on the website, I have this :

PHP Core
Directive             Local Value    Master Value
allow_url_fopen            On       On
allow_url_include          Off      Off
Why the Local value is Off whereas in the php.ini it's fix to On ?
