Im not really sure about this solution, because i use Debian. But shouldn't

APACHE_CUSTOM_SITES_DIR = /etc/httpd/vhosts
rather be
Code:
APACHE_CUSTOM_SITES_CONFIG_DIR = /etc/httpd/vhosts

Maybe it helps. If it does, then I'll open a ticket and post the solution to it.
