ich würde mal nur in der ispcp.conf ausprobieren, obs geht und nicht gleich die parts-Dateien...

den ScriptAlias auf ...domain/htdocs/cgi-bin anstatt ...domain/cgi-bin setzen... ???

Ggf. mit der Option ExecCGI spielen -
