Php.ini and problems executing binarys

Hi !
i just installed gallery2 on my server / domain ! i got some server side config problems !
first of all ! what php.ini is controling my domain ?
i thought it was /var/www/fcgi/MYDOMAIN/php5/php.ini
if so ! how do i get rid of my problems ?
i cant execute the binarys in /usr/bin/
i have set
safe_mode_exec_dir = /usr/bin
open_basedir = "/var/www/virtual/ttsbox.dk/:/usr/share/php/:/usr/bin/"
include_path = ".:/usr/bin"

but i thing i have done something wrong or i need to do something more / else
i cant even execute info.php (<?php phpinfo(); ?>
)
i get this error
Warning: phpinfo() has been disabled for security reasons in /var/www/virtual/MYDOMAIN/galleri/htdocs/info.php on line 1

never had this problem with VHCS other than the above problems !
ispCP realy works well it responds much faster than VHCS (the same server)

can anyone help me ?
