ProFTPD is So SLOOOWWWWWW!
I had the same problem with ProFTPD when using ispcontrol panel.

The fix was to add:
UseReverseDNS off
IdentLookups off

Those are already in the proftpd.conf file and using the ftp server is useless it is so slow. If you double click on a directory you can go get coffee, put in the creamer, stir, come back, grab the paper on the way and get back just in time to see it finally go into the directory you wanted, which has about 3 files in it.

PS Running Debian Etch, ispcp RC7. System before that which worked with the settings above was CentOS 5.2
