If CGI is on, users can change their php.ini with cgi script like this:

#!/usr/bin/perl
print "Content-type: text/html\n\n";
print "###";
`echo ';test' >> /var/www/fcgi/example.org/php5/php.ini`

Maybe it is not a bug, it is undocumented feature Wink
