Okay i did try your suggestions but when i try to restart bind with /etc/init.d/bind9 restart
it returns:

Stopping domain name service...: bind.
Starting domain name service...: bind failed!

this is what is in the options part of my bind config file.

options {
allow-transfer {213.173.243.0/28;};
also-notify {213.173.243.0/28;};
};
