You also should have entries in your zone file:

ns1 IN A [ip of your primary dns]
ns2 IN A [ip of your secondary dns]

May this is a topic we should discuss what's the better way.

you can change it if you change the template in /etc/ispcp/bind/parts/db_e.tpl
