sieht definitiv nach einem Bug aus, habe das Problem auf 3 Produktiv Servern und habe es vorhin auch noch einmal auf einer VM versucht (update 1.00 auf 1.0.3-1).
Auch die hosting_plan_update.php aus dem nightly package bringt keine Veränderung.
Error:
You have more FTP accounts in use than the new hosting plan limits.
You have more SQL databases in use than the new hosting plan limits.

dann bei allen Tarifen und bei allen Kunden:
You can not update to this hosting plan, see notices in text.

Ich habe jetzt mal die hosting_plan_update.php aus der 1.0.0 stable genommen, damit funktioniert der Tarifwechsel.
Also ganz sicher ein Bug in 1.0.3 hosting_plan_update.php
