In debian - with loading mod_dir you have a list of index-files which is loaded.

But you can add this in the 00_master.conf at the beginninge:

<IfModule mod_dir.c>
DirectoryIndex index.html index.cgi index.pl index.php index.xhtml index.htm
</IfModule>
