proftpd Problem

hello guys! I have a big problem and I hope that you can help me. On my server ,,proftpd'' is working extremely slow, concretely it means that When uploading somthing from ftp program it takes very long time. for example when uploading 5MB file it takes whole day to upload. do you know what is strange?? file upload is fast but from beginning it is slow to start uploading. I mean when you take file and put it on the server, it is slow for ftp program to see what is it uploading. after program sees the file then it is fast.

this was in the past. But today it happened terrible thing. generally we cant access the ftp I dont know why. at CMD on command
