Ayuda!! error en base de datos (SOLUCIONADO)

he probado escibir elcomando que me indico Kurgans accediendo como root y me responde:

respecto a aumentar las conexiones:
/etc/mysql/my.cnf
bash: /etc/mysql/my.cnf: Permiso denegado
He accedido como root! no entiendo nada
