If they integrate both they also have to update both in further versions.
Only having one template is much easier and they can focus on developing only one.

I don't aggree on this one.

The menu can be built dynamicly.
You basicly only need a dataset.

The sub-templates decide how the page should look like.
(The Top Menu only runs through the Mainlevel)
The Sublevel is displayed (only the active level)

On the other hand you just use a treemenue with the active element.
