In /var/log/mail.err you should see the reason explaining why dovecot cannot use the ispcp-dovecot-mngr
By running the perl /var/www/ispcp/engine/ispcp-rqst-mngr norestart you will be able to see where is the problem with your setup. If it doesn't give additional debug, enable it on /etc/ispcp.conf
