You have a setup that differs from mine...

for ispcp I have no safe_mode enabled, but open_basedir ist also set to /etc/ispcp and the whole ispcp runs under user 2000 (group 33).
Your ispcp.conf also looks like 2000:33...

So: keep in mind that your setup is not as it should be...
