Nie zauważyłem u siebie takiej zależności (Debian Lenny). Nie ma żadnej przerwy w działaniu Apache. Może jest to u Ciebie kwestia konfiguracji samego Apache ( np. czy masz włączony KeepAlive i na jaki interwał czasowy) - tu chyba jest sedno sprawy.
