You have sendmail installed and running! Ispcp only supports postfix, so you did something wrong during installation (sendmail should have been removed!).

Moreover, ispcp is supposed to be installed on a CLEAN server, and sendmail is not installed by default on debian so you obviously installed on a non-clean server...
