unable to loginto icpcp after install...

I have fallowed the directions for centos 5.4 install.
im currently running x64 bit.
after install of ispcp omega i can not login to my pannel...
I have it set to admin.dw5304.com and it shows up as
Forbidden

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

i have killed pid id 79490 and restarted bind no change....

ok so i wiped and redid everything now im stuck at index of / ?
